My steps to replicate the errors were:
> get new 24.04 LTS ISO form official Kubuntu website
> install Kubuntu 24.04 LTS on empty Drive
> apt update & upgrade untill nothing left (reboot)
> follow instructions in https://dgpu-docs.intel.com/driver/client/overview.html#installing-client-gpus-on-ubuntu-desktop-24-04-lts
> sudo apt update (<mesa dri> conflicts and and a few lib conflicts )
the issue happened 2 times in a row on freshly installed Kubuntu 24.04 (first try on 15.11.2024)
Now I'm afraid to install the driver because while trying to remove libs and Drivers that make conflicts it will destroy the whole system, making it almost unusable.
So I wanted to know if It's going to be fixed or have I missed something that I had to install externally that isn't being mentioned in the dgpu-docs.intel.com
some information about Freshly installed Kubuntu:
lspci -nn |grep -Ei 'VGA|DISPLAY'
> 2d:00.0 VGA compatible controller [0300]: Intel Corporation DG2 [Arc A770] [8086:56a0] (rev 08)
dkms status
>virtualbox/7.0.16, 6.8.0-49-generic, x86_64: installed

Thank you for patiently waiting. I followed your steps to replicate the issue. I did not encounter the issue with the MESA driver, and you can see the results from the following GPUs: A380 and A770.
Below is an image of the test. In the first image, I used the command apt-get install -y libze1 intel-level-zero-gpu intel-opencl-icd clinfo. This resulted in an error when opening the package, but it was remedied by using the sudo command before the initial command.
After applying the sudo command, the installation proceeded smoothly. Below are the test results.
A380:
