After installing my Intel Arc A770, I noticed that my motherboard will sometimes fail to show any video output (no BIOS splash screen), beep five times with a lit VGA LED, and then boot into Windows, still without video output. This behavior remains when disabling integrated graphics, when connecting the monitor to the integrated GPU instead of the A770, and when using a different DisplayPort-port.
The issue seems to be caused by my monitor being in standby/sleep mode while the system powers on, as I am able to bypass the issue completely by waking up the monitor from sleep just as I power on the system.
Since I can bypass it easily I don't mind the problem, but if anyone else has a similar issue this workaround might help.
If relevant, I have an MSI Optix G273QF monitor, a Gigabyte Z790 UD AX motherboard (BIOS version F5) and an ASRock Arc A770 Challenger OC GPU.

I seem to have fixed the issue by enabling "Input Source Auto Scan" in my monitor's settings. Not sure why it was disabled in the first place, but the PC now wakes the monitor up and boots properly regardless of what state the monitor is in.
