TV screen flickers when a video appears on it or when it goes fullscreen / minimizes

So i recently connected a 4k tv to my arc a770 (with hdmi, 2 cables tested) and each time a video, either from youtube or different site appears on screen it flickers 3 times. There's similar issue on other monitors when a video preview is played on a couple of sites, but i don't remember which ones (yt included but only on tv, not on the monitors).  Same thing happens when I try going full screen with the video, three flickers and only then I can watch. 

I use DDU every driver update so it's not that.  

Overall it's mostly useable but very annoying.

After looking at the thread and based on your previous post, you said that a similar issue is now visible on another monitor. To rule out software issues, we recommend you try a clean Operating System installation. You can take a look at the following article from Microsoft, but we recommend you contact Microsoft support for additional indications.

First of all I use windows 10 not 11 and I know how to reinstall it
But I don't have time and energy to do it and most importantly, I don't want to since it wasn't that long from my last reinstall.

And as I said in a post before, you CAN'T rule out software issue, since it clearly works fine WITHOUT drivers.

As for the screen flickering on my main monitor, I just clicked on IDSA and it started to flicker like crazy, I'll test if uninstalling it fixes the tv

We understand that you don't have the time and energy to try the clean OS installation. It is worth noting that we noticed that the article was related to Windows 11, but this article was shared to have a guide for the process, we apologize for not clarifying this in our previous post.

We also would like to let you know that there is a new driver update that we recommend you to test. The new driver version 31.0.101.4885, contains multiple fixes, and it would be recommended to test this one to try the latest fixes.

After looking at this matter internally, and since the flickering issue is happening only with the TCL QLED 43C649, we hit a compatibility issue between the Arc GPU and the TV. As we cannot guarantee compatibility with every hardware available in the market, the driver team may not be able to address this issue immediately. We recommend trying a different HDMI display and contacting the display manufacturer to check if a firmware update is available.

I had a similar issue with screen flickering but with intel arc graphics and YT playback the screen would flicker black and vanish for a split second.

The issue is to do with gpu acceleration on the Chrome or Web browser, once its switched off it was fixed its mentioned in this video here

however I investigated the issue further to fix the issue in chrome with graphics acceleration enabled. I had to goto Safe mode and use DDU to unstall the drivers, then run CCLeaner reg cleaner tool to clean my registry. Rebooted to normal windows mode and re-ran CCleaner reg tool again then installed the latest intel arc drivers and the issue was then fully fixed.

For a quick fix try to disable graphics acceleration like shown in the YT video fix above or Try Firefox it had no issue for myself. Also worth trying the ddu route but use ccleaner reg clean this time.

There is sometime odd with intel graphics and windows 11 latest build I know since I installed it twice fresh with my new pc and the issue was still there, normally after a fresh windows install it should be normal and fine but not in my case.
