Tried on Opera, Chrome and Firefox, Same Outcome, But I Discovered That A Request That Intel Made To Backend Servers Returned A Error 403.

I Have Found a Solution!
Here is the tutorial:
First, create a Windows 7 VirtualBox machine:
Start the machine and complete the Windows 7 installation.
- If you need help with this, search for a tutorial on YouTube.
Download and install Google Chrome V109 on the machine:
- Download here.
Open the Google Chrome V109 browser and navigate to https://devcloud.intel.com/oneapi/get_started/. Then login or create an account for Intel DevCloud and enroll your Intel® Developer Cloud account activation. This should work.
Note: If you encounter an Internal Server Error on https://devcloud.intel.com/oneapi/acs, you will need to create a new account and restart the steps in this tutorial. For additional information, see this post.
