Pino inout

Como faço para um pino inout de um FPGA Cylone IV começar in, receber uma entrada IR, virar out, enviar um vetor com a entrada IR para um outro FPGA Cyclone IV, e depois voltar a ser in novamente?

Obs: A transmissão de dados entre os FPGAs se dá pelo protocolo RS232
