This is a real big pain. This has happened in the past.
1. I do not understand why I have to register each time I download OpenVino when I am logged in it should just be available.
2. When I go and try and download OpenVino from the registration page it is not working. Can someone please help me.

I can't sign in to the Intel Registration Center. What do I do?
Make sure you have created an account by registering or signing up for a product.
If you have trouble signing in to an existing account, go to the Intel Registration Center, and then select Sign In. Make sure that your language is set correctly and that Caps Lock is off.
If you have three failed sign-in attempts, your account may be locked for 30 minutes. Also, if your account has not been used for a long time, it may be disabled.
If you are still unable to sign in or reset your password:
Go to the developer support page.
In the Site Support or Non-Technical Questions section, select Registration / Login Issue from the drop-down list.
Provide your name and email address in the support request, and then select Submit.
I'm sorry you're having issues downloading OpenVINO. It is working on my end and I'm already signed in like you as well. After filling out the questions about operating systems, I'm then taken to a page where I can choose a version and download.
If this is not working, I recommend trying on a different browser, and if that still doesn't work, try clearing your browser cache.

Thanks, What happens is I do the downloading at night in USA and that is the reason, it works in the day. This has happened before FYI. Thanks for responding. I am great now!
