在使用Media SDK2021R1做H265的网络流编解码时，编解码帧率在15fps左右，而且延迟较大；整体的处理流程是（ffmpeg拉流——>解码——>编码——>ffmpeg推流）;m_params.nTargetUsage 只能设置为MFX_TARGETUSAGE_1，设置为其它时初始化失败。使用Media SDK 2018R2同样的参数设置做同样的处理是可以正常使用的。
