Intel Self Servicing Licensing Center Link does not work

I'm trying to purchase a license to use Quartus Prime Standard Edition, but when I hover of "My Intel", then try to click the "Intel Self Servicing Licensing Center" link, the link does not go anywhere and seems to be broken.
