Hello,
It seems i've encountered the same issue as mentioned in both of these posts:

To summarize, after downloading and installing the Quartus v13 software package from the following page https://www.intel.com/content/www/us/en/software-kit/711920/intel-quartus-ii-subscription-edition-design-software-version-13-0sp1-for-windows.html
along with the .tar that "Includes all devices except Intel® Arria® series", i'm missing the stratix device files when trying to create a project.
However, device installer tells me this family has already been installed. I find it strange that the other devices do appear on project wizard but not the Stratix. How to solve this? perhaps there's a problem with the .qdz file?
Additional information:
- Whenever i open Quartus, i'm always asked if i have a licence, which i do and point to its location.
- I've already tried downloading the individual files, and installing them through the device installer which ended up in the same result (see images above)
I'd appreciate if you could point me to the right direction on how to solve this issue. Thanks!

I've tried the different troubleshooting steps mentioned above and unfortunately none of them seemed to work for me.
When I was about to give up, i decided to reinstall everything from scratch and install again, this time around using the .iso files and that seem to do the trick!
Here are the steps i followed (just in case someone might find this helpfull) which include part of the suggestions made by Richard.
1. Uninstall everything, making sure there is no residue file in the installation directory.
2. Restarted my computer
3. Downloaded Quartus .iso file, verified Checksum was ok and install it using administrator privileges.
4. Downloaded Quartus devices1 .iso file, verified Checksum was ok and install it using administrator privileges.
Note. I used the DeviceInstall.exe from the Quartus devices1 .iso.
5. Checked by creating new project with wizard and scrolling down on the familiy tab
All in all, thank you for your quick reply and troubleshooting steps!
Hopefully, this thread will be helpful to someone else in the future.

This seems like a bad installation.
Here are troubleshooting steps that you may check:
1. Try restarting Quartus and your computer. This can help clear any temporary issues that may be causing the error.
2. Check your system resources, including memory, CPU usage, and disk space. Make sure you have enough available resources to run Quartus.
3. Try disabling any antivirus or firewall software temporarily, as they may be interfering with Quartus.
4. Install with Administrator privileges.
5. After uninstall, make sure there is no residue file in the installation directory.
6 If install using .tar, try to re-download the Quartus .tar installation package and install again. Check that the installation files .tar is not corrupted by checking the checksum.
For the license, you can try to specify the license file location by using the LM_LICENSE_FILE environment variable.
setx LM_LICENSE_FILE <path_to_license_file>;%LM_LICENSE_FILE%
For example: setx LM_LICENSE_FILE C:\intelFPGA\license.dat;%LM_LICENSE_FILE%

Thanks! I don't need further support.
As a side note, I keep being asked about the license location everytime i open Quartus, even though environmment variable is set. But, as this does not seem to be interfering with any other functionality it's fine. I believe thread can be closed.
