Quartus Lisence Purchasing

I recently downloaded a Quartus prime 21.1 to program a Stratix V FPGA and am in need of lisence to fully activate the software. But I'm facing some problems with lisence purchasing procedures and cannot find a way to purchase the lisence. I tried to contact the distributor recommanded by Intel on this wensite Distributor Partners but no reply so far. Could anyone offer me some advices about this?
