Questa*-Intel® FPGA Starter Edition floating license how to.

Can someone point me in the direction on how to create a floating license for Questa*-Intel® FPGA Starter Edition that actually works?

Everything I see is just questa Intel FPGA and trying that did not work.

We are installing Quartus Prime Lite with Questa*-Intel® FPGA Starter Edition, I created a floating license with the intel self license server 

Here is the license.dat file that we created. ( I took the MAC and server name out for obvious reasons)

Creating that fileI used NIC ID  with the servers MAC address. I tried using HOSTID as an option but putting in the MAC address it kept saying 

"Invalid primary computer ID. HOST ID: Eight hexadecimal digits - 12345678 /"

Mac addresses don't have 8 digits.

Thank you for any help. This is driving me nuts.
