Self Service Licensing Center - Access Denied - What to do?

Dear Sir or Madam,

 

I would like to access the Self Service Licensing Center, but when I try to so, I get the response "Access denied". I am then asked to register on the website

 

https://www.intel.com/content/www/us/en/forms/fpga/fpga-premier-registration.html

 

After submitting all my data I receive "Sorry, your registration failed due to network error." This problem has persisted for month now. Any ideas?

... on a side note: I have tried Firefox, Chrome and Internet Explorer on two different PCs
