If yes, how do I switch my license from being tied to a nic to the one tied to a USB dongle.

Welcome to INTEL forum. Based on my understanding on your note, my guess is you have a fixed license on your desktop machine, and you need to use the license on multiple computers. Yes, it is possible to generate another or second license and this is called a Companion License.
A Companion License enables portability for users with only fixed licenses. The license administrator can add up to two companion IDs for the license to work on additional computers. Please note that a checkout license is only temporary for 2-weeks period of time.
