You may download from https://fpgasoftware.intel.com/15.0/?edition=web&platform=windows

It is recommended to use the latest version of the sofware. The latest version for Lite edition (Free edtion) is 19.1. You may download here: https://fpgasoftware.intel.com/19.1/?edition=lite&platform=windows
