How to send color image from PC to FPGA board (DE2)

Greetings! 

 

Does anyone knows what is the best way to send color image from PC to FPGA board (DE2) ? 

What are the software or computer languages that I have to used to compress a color image according to JPEG2000 standard? 

 

I would appreciate it very much if anyone willing to respond to my quiries.
