Confusion about Update 4 files

I have licenses for XE Professional for both Fortran alone and Fortran with C+.

The downloads for these packages for Update 4 have the same size and name.  Is this correct?

Yes this is correct. The same offline installation image is used for both. The installer uses the user's license file to enable installation of allowed product components.
