Error message in Intel Compiler 19.1 IA-32 Visual Studio command window

When I launch the 32-bit command prompt for Intel Fortran + Visual Studio 2019 I get the following error:

Error: Product installation not found.

Please launch script withing product installation directory

The command prompt seems to work OK, e.g., I can use the ifort command to compile a hello-world Fortran program.

There is no error message in the 64-bit command window.

I am running:

Windows Server 2016

64-bit 8-core Intel processor

Intel Compiler 19.1 Update 2 (package 254)

Cluster Edition demo license, absolutely everything installed
