When trying to install Intel® Parallel Studio XE 2015 either by using the online installer or downloading the full package the installer will error out saying that there is no internet connection. For the offline download of the full installer package why would it receive an error for no internet access?
The only prerequisite for this program is to have .net framework installed as listed in the help document. The program is supposed to install the necessary elements of Visual studio as well right? Or does the program have other prerequisites?

when running the downloaded .exe for the install it will unzip the files no problem and it will run the installer. I will then go through the prompts for accepting the license agreement and check what is installed and then when it gets to the actual installation of the program is where I receive the error message for no internet connection even though I am still connected to the internet but it is also the full offline installer so that should not even matter.

The full installer needs Internet access to activate the license. There are two ways to deal with this. One is to log in to the Intel Registration Center, scroll down to where it shows your license and click the link to Manage your license, then ask it to email you the license file. When you get this, save it to the local disk and, instead of entering a serial number, choose the option to activate using a license file.
There is a second method "offline activation" offered in the installer which you can use if the license file method is unavailable to you.
