If you have an existing license for PSXE-2019, you can log-in and download an installation package. Otherwise, you will have to look into the possibility of using a current version of Intel OneAPI Fortran with a third party package such Ansys.
There may be some forum members here who use Ansys, but in general it is left to the Ansys authors/maintainers/vendors/users to maintain and document their software dependencies.
