VF6.6 repeatedly does noit build/reslve modules from command line dev my.dsp /MAKE command

I am trying to compile a large f90/c++ application from a batch script using the command

dfdev my.dsp /MAKE "my - Win32 Release"

..... repeated several times

Continually, the project does not compile - complains about unresolved modules (the same ones each time) even thought the modules have been built.

If I compile the same my.dsp using the GUI, the problem does not occur???
