What is exactly "Parallel compilation is not licensed and has been disabled"*

I am trying to program single or gate, just for my first test program, but it erases after power cycle. After restarting program, no more any new upload, just got that message all the time about some "parallel compilation". Here is just one compilation, not two, three or more, just one. I am just barely able to run Quartus II 64-bit, version I think 13.0 or 13.1, not sure. Spend whole day trying to install USB Blaster, but nobody tells me that I need version 13, not 12. And, finally got Blaster working for first time. But no such luck if I close program and start it again. What I am doing wrong?

Which edition of the software you are using? Can you use the latest version of the software, which is 18.1?
