CIppimage (ippimage.(h|cpp) ) different in different folders

CIppimage (ippimage.(h|cpp) ) different in different folders
picnic and uic_transcoder_con have different versions of CIppImage class
this is in w_ipp-samples_p_7.0.7.064
also wic_uic_codec CIppImage class looks same as the one in picnic (both without updates/changes from release notes)

Hi Aris,
Thank you for noticing this. ou are right, we need to unify both interfaces. We will join them, may be even makingCIppImage a part of common UIC interface.
