Changing the size of the packet in IPP

The encoded data size which is made by IPPv6 is much bigger than the MTU size(1500). If IPP is used for real-time communication, I think that IPP should output smaller packet.

There are some solutions in this problem(ex. FU-A in RFC3984), but I think that it is the best solution to make the packet size freely changed in IPPv6, because almost all video phones support the single NAL mode only.

Is there a method of freely changing the size of the packet in IPP ?
