Can we do image processing in c using IPP? If yes, how optimised the performance would be?

Yes, you can call IPP functions in C on supported platforms (including image processing function). See IPP product page for more details. In IPP install package we also provide performance data for almost all IPP functions and precompiled IPP performance suite which you can run on your system to evaluate real performance.
