Why there are no IPP functions for quantization J2K stage?

Hello,
quantization step for JPEG2000 codec implemented on sample level. We do not consider this function as performance critical (other parts of JPEG2000 codec consume much more computational time) so we did not put effort into low level optimization of this functionality
