How do i register on Intel's site under the 'free non-commercial use' section
for obtain the license number and a license key file .

You need to meet the certain requirements to obtain Intel Software Products for Linux* Open Source Developers. See details at:
http://www.intel.com/software/products/noncom/index.htm

Then follow the instructions given on this page and complete the registration for the products, you should receive an email containing a serial number and a license key file.
