We no longer support old JPEG library. I would suggest to use Intel IPP to check if those JPEG files can be read.
You can either evaluate the IPP 4.13 release or5.0 beta. All information are available at http://www.intel.com/software/products/ipp

If we download the old ijl15.dll from Internet, could we just use it in our product without any legal problem?

Hi,
we just not supporting anymore old Intel Performance Libraries, like Intel Signal Processing Library, Intel Image Processing Library and Intel JPEG Library. Instead of that we provide you samples in IPP which can make it easy for you to migrate to the new Intel Integrated Performance Primitives Libraries.
I'll ask legal department about condition of using these old libraries and will provide answer a bit later.
Regards,
Vladimir
