I asked this question in the forum "oneAPI Registration, Download, Licensing, and Installation," but with no success. Folks in the Fortran forum later redirected me to this MPI forum for an answer:
Are there any pages with explicit links to download MPI runtime redistributable files?
I see only package installation commands on this page:
Steve Lionel of the Fortran forum expected the MPI RT links to be on this page:
https://www.intel.com/content/www/us/en/developer/articles/tool/oneapi-standalone-components.html
But there are no explicit downloadable links on either page.
This question has already been asked in the Intel forums several years ago.
But the suggested links in the accepted answer are all gone now.
We must pass explicit links to customers, as they may not have a package manager installed on their systems.
Thanks for any help, and Happy holidays,

MPI library is part of HPC toolkit:
The only runtimes (redist) available for download separately listed: here https://www.intel.com/content/www/us/en/developer/articles/tool/oneapi-standalone-components.html#inpage-nav-3
If you download HPC Toolkit you can find MPI libraries in this directory C:\Program Files (x86)\Intel\oneAPI\mpi\2021.11\lib
