This Intel MPI documentation link refers (in the gray box in the middle of the page) to a Microsoft Visual Studio integration of Intel MPI, so that the option Project > Properties > Intel Libraries for oneAPI > Use Intel MPI Library can be set it to Yes.
I do not see a Intel Libraries for oneAPI entry in my project options at all!
I have installed the latest OneAPI HPC kit and I have Visual Studio 17.6.5. The Intel fortran compilers ifort and ifx are properly integrated. What am I missing regarding this Intel MPI integration in Visual Studio?

I suggest you ask this in Intel® HPC Toolkit - Intel Community as it's not Fortran compiler related.

The reference is to previous versions of stand alone MPI Libraries installations that included VS Integration of MPI Library. If this is a new installation of HPC Toolkit then you need to follow all the steps listed in the guide.
