How can I get the best performance with 2 CPU?

I have 2 CPU in a server  Dell PowerEdge T440

XENON  GOLD 5220R*2 with 2*24cores

How do I set the OneAPI or Linux system variables of  these CPU so that I can get the best performance on numba. sklearn and tensorflow?

I see them using only one CPU for training.
