Hello,
I own an Arria 10 DK-DEV-10AX115S-A board with a 10AX115S2F45I1SG FPGA on it.
I installed Quartus 19.4 Pro and I'm able to find the 10AX115S2F45I1SG under the "Device" table in the "New Project Wizard".
However, when I navigate to the "Board" tab - I can't see the DK-DEV-10AX115S-A (or any other board for that matter).
How can I fix this ?

That's not for Quartus. That's documentation about a board itself. Like I said, you have to go to the design store using the link in the New Project Wizard, not the board product page: https://www.intel.com/content/www/us/en/support/programmable/support-resources/design-examples/design-store.html

As stated at the bottom there, you have to go to the design store and find and download a design targeted to your specific board for it to be available on the Board tab. Quartus strangely doesn't come with any boards installed there.

I went to that link and downloaded the files of my specific board.
What should I do next to make it visible in Quartus ?

I believe they are .par files. Aren't there included instructions? In the New Project Wizard, it tells you how to install them.

No,
When navigating to the board's page on Intel's website you see this:
I downloaded "Installer Package (Production Addition)"
But it's just a Zip archive with all the board files. There's no .par or some installation .exe inside.

This is the link for design example.
You may find the board support here.
