Cyclone (first series)

Wanted to use the EP1C6F256 for Virtual Jtag generation but this device is not available in Quartus II v12.0. 

The previous version was 10 , there it was still possible to use this Cyclone device. Do I realy need to upgrade the license ?   Gr , Hans
