Error when starting Transceiver toolkit for the first time ever.

Hello!

I am about to start Transceiver toolkit in Quartus 13.1 Subscription Edition for the first time ever, but I get the following strange error. What could be the cause?

What is Your path is meant here and how can I put Quartus in my path?:confused:
