For anyone else looking for this dialog box, it can be found under "Processing"->"PowerPlay Power Analyzer Tool" option on the main menu bar. This will open up a page where if you scroll down, you'll find a "HPS Calculator..." button. Click this to bring up the HPS option.

In Q15 there is HPS Power Calulator Dialog Box in subscription edition but not in Web Edition.. these are my conclusions.. with update 2 maybe this dialog was added to web edition?

Ah, not sure. I just recently started using a school network license with my web edition but haven't had to use powerplay before. The dialog button isn't in the normal settings under Assignments. I'm on 15.0.0 Build 145. 

 

Edit: yep, you are correct. I disabled my license and reopened quartus and the HPS option was gone.
