How do you launch the quartus prime programmer and run a specific file from the windows command line or from matlab?

I have several .sof files that I am trying to open and run from matlab, I believe the easiest way to do that is to have matlab run a .bat that opens and runs the files but I have little experience with quartus or the windows command line.
