How to download Quartus software?

Wasted 3 days trying to reset my password. That works now and I can log in to my account.

Trying to download Quartus 13.1 Web edition. It's impossible for various log in issue reasons. The latest problem happens while I am logged in. When I get to the last step where download is just about to start I get to a page that shows this text 

"Download Center My Intel Login

Errors:

invalid_response"

Running out of ideas what else to try!
