How to generate a RBF file from multiple SOFs with standalone application

We need to generate a single RBF file for passive serial programming of a chain of two cyclone FPGAs. We now use the QuartusII Convert Programming File (quartus_cpf) with xml configuration file (.COF) input. We would like to perform such task on a standalone PC without Quartus installation (full or programmer only) for debugging on test sites. 

 

Does Altera provide a standalone application or tools that can perform such a task? 

We noticed that quartus_cpf console application is quite linked to libraries from the Quartus installation and it is not obvious on how to use it on a "non-Quartus" PC. 

 

Does alternatively Altera provide libraries or code examples on how to link different SOF files into a unique RBF file?
