How can I run the Functional Simulation in Quartus Prime Pro Edition v20.1?

Or shall I use an older version?

You do not need to use older version. Unlike Std edition, functional simulation had been turn on by default in pro edition of Quartus.

 

previously, it was turn on in More EDA Netlist Writer Settings in std. Pro, it had been turn on by default.
