Intel Quartus Prime PRO 21.1 Device Supports

I cannot able to use All the devices except Cyclone while license version is Free.

Is it with Free license, can't able to use all the dvices?

Please confirm that what are the devicesi can use with the Free license.

You mention Pro in your title, but there is no free license for the Pro edition.  If you are asking what devices can be used in general with a free license, you would need to use the Lite edition of Quartus, which supports Cyclone, MAX, and Arria devices.
