Is web edition support all fpga's

hello, 

i am very new to forum and fpga too. i have ordered fpga based dev board which includes EP2C5T144C8N fpga. Can i program this fpga using web edition.

You need V13.0sp1 or earlier to support the Cyclone II.

No. You have to use V13.0sp1 or earlier.

i can't download the files it get cancelled after 5-10 minutes.

i have installed version 13.00 but it is asking for licence.

You appear to have installed the subscription edition version not the web edition one. The web edition one is the free one.
