Can we install Qsim on QuartusII web Edition?.Is there any other Simulation tool for QuartusII web Edition.

I recommend you look at ModelSim - Altera's Starter Edition, which requires no license. See here: modelsim-altera software (http://www.altera.com/products/software/quartus-ii/modelsim/qts-modelsim-index.html).
