Hello,
We (EMS company) program in our production a PCB from a customer. We used Quartus Prime Programmer V17.1 and V19.1 on Windows 7 PCs. The programmer is a USB-Blaster II, the FPGA is a Max10 (10M02SCE144). This worked fine.
Now our IT forces us to switch to Win 11 PCs wherever a PC needs to be replaced. I installed Quartus Prime Progammer 23.1std on a new PC and tried with the same production setup. A PCB that worked on the old PC with the same programmer does not want to get programmed on the new PC. Verify and erase works, but programming fails. The FPGA does not get damaged as i just can go on the old PC and reprogram it.
On the new PC, it always fails at 4% programming progress with error 209012. The JTAG chain looks fine and i can autodetect the FPGA, but seems like reading works, writing fails. I reproduced this behaviour on another new PC and aswell with a second USB-Blaster II.
From the settings of Quartus, i saw on the new version is no autofrequency checkbox for the JTAG speed anymore, but i have not seen other differences.
Does someone knows this problem or has an idea what could cause this behaviour?

We figured out it is necessary to use Quartus Prime Pro Programmer instead of the standard version.
I downloaded the newest version of the QuartusProProgrammer (Standalone) an now it works too on Win 11.

The Programmer Standard vs. Pro doesn't make a difference, especially since MAX 10 itself is only supported in Lite/Standard and not Pro.
Something else must have gotten this to work.
