This started happening yesterday; I don't know why it's happening. Here's the output from the strace program:

Edit: I have reinstalled my entire OS to isolate the problem. It did not solve the issue.

I installed it on Arch Linux, via the AUR. The issue has been found out and is described within the comments at the AUR page. It has to do with the fontconfig library.

Are you trying to install Quartus Standard 23.1 in OS RHEL 7.2?

The OS RHEL 7.2 is not officially supported.

Please check the supported OS list for Quartus Standard 23.1:

Intel® Quartus® Prime Standard Edition Version 23.1 readme.txt

https://www.intel.com/content/www/us/en/support/programmable/support-resources/design-software/os-support.html#tab-blade-1-1

FYI, You may try to install on the non-supported OS but you will have to bear your own risk and there will be no technical support as well.

Additionally, how do you install Quartus?

Are you install using the 'Quartus Prime Installer' or the 'Complete Download .tar file'?

The issue was the update to fontconfig. There are a few ways to solve it. Installing fontconfig-ubuntu from the AUR, which replaces and provides fontconfig, was the way I solved it.

You can also edit your pacman.conf to ignore updates to fontconfig and roll it back to the 2-15 version

Note that keeping outdated packages like this on your system could cause many problems.
