Quartus II PowerPlay power analyzer

In analysis and synthesis settings I choose optimization technique 'Balanced', and can choose between 'Normal' and 'Extra effort' compilation for PowerPlay power Optimization. Can anyone tell me what is the difference between two compilations in some measurable parameters (need in order to set parameters for Xilinx testing -- doing comparison of two).  

 

Also, I am bit confused about toggle rate. I use .vcd file that is generated based on .vwf waveform file and use that as input to powerplay power analyzer. I need to get information on toggle rate (%), FF toggle rate, I/O toggle rate(%), I/O enable rate and Output Load (pF). Cannot seem to locate those in Quartus reports.
