Quartus Pro 24.1 cannot find qcrypt

I am running the evaluation license of Quartus prime pro 24.1 targeting the cyclone 10 GX (10CS220Y) and when I try to use qcrypt in the tcl console to encrypt a .rbf Quartus gives an error saying "invalid command qcrypt". Quartus is installed on Windows and I can see the qcrypt.exe file in ..\24.1\quartus\bin64\, is there an issue with my installation? 

 

Also, I am able to convert the .sof file to .rbf by using the convert programming file tool, however when using the programming file generator the Cyclone 10 GX is not listed only the Cyclone 10 LP, what would be the reason for this?
