Quartus TCL shell -> how open on Windows 10 ?

Hi All,

 
I'm using Quartus 19.3 on Windows 10 x64.
 
How can I open the Quartus TCL shell for running there the Quartus TCL commands/scripts?

I think it's

quartus_sh -s
