Hello,
I have installed Quartus Prime Lite version 24.1 on Windows 10. The install itself was successful and so was creating a small project for the purpose of going through FPGA design flow.
Now I wanted to simulate the small test project so I added a test bench. I noted that Questa is not starting up when invoked through the Quartus RTL simulation design flow.
Starting Questa directly from the desktop makes it seems it starts up as the splash-screen is showing up. After a few seconds, the splash-screen goes away while the Questa main window does not appear. It looks like the startup is aborted half-way. I suspect a license problem that I have had with prior versions. I know other people had the same problem where you (Intel) helped the person getting Questa to finally start where your support involved asking for computer information (msinfo) etc.
Are you able to help me to get Questa start up properly?
Thanks in advance,
Arno.

You're welcome, I am happy to help.
Unfortunately, I can't help much on the Intel account.
If you have any trouble create an Intel Account, you may checkout this webpage and get "Customer Support" for further support.
https://www.intel.com/content/www/us/en/support/topics/azure-sign-in-faq.html
Alternatively, you can ask your friends or colleague to help generate the Questa license for you.
With that, I believe your inquiry has been answered.
Now, I will transitioning this thread to community support. If you have any further questions or concerns, please don't hesitate to reach out. Please login to https://supporttickets.intel.com/s/?language=en_US , view details of the desire request, and post a feed/response within the next 15 days to allow me to continue to support you. Most likely due to the license setup issue.
Please refer to the user guide below on how to generate the license (Questa Starter Edition required a no-cost license) from SSLC and setup the environment variable settings:

Hello Richard,
Thanks. I wasn't aware obtaining the free license through the self-center is now part of the standard installation procedure. I went to the site and quickly learnt that the self-center requires a Microsoft account. The website confronted me with a 'restore account' option. Which I am not entirely pleased with. I ended and deleted my Microsoft account almost a year ago, well past their 6 months gray-time / retention time and I did not expect an account restoration prompt. Apart from this, I will not restore my former Microsoft account nor will I create a new one and so that means I will not opt for the newer Quartus versions requiring a Microsoft account indirectly.
Last week I ordered an Altera DE2-115 development and educational board for personal education and hobby purposes and have chosen to use the Quartus and ModelSim version that comes along with it on CD, namely 9.1 or version 10.
In any case, thank you for your assist.
