TCL command "begin_memory_edit" is very slow

When I run the command "begin_memory_edit" from quartus_stp in command line, or from Quartus main GUI, it takes 20 seconds to return.

begin_memory_edit -hardware_name {Arria10 IDK [USB-1]} -device_name {@1: 10AS066H(1|2|3|3E2|4|4E2)/.. (0x02E050DD)}

After I can write memory as expected. I know that the board is fine because the same command takes less than one second on another setup (Linux).

I already reinstalled the complete  Quartus Prime Pro suite, including the drivers.

I don't know if this is related, but the driver "Alter USB-Blaster II (JTAG interface)" reports a strange warning:

Device USB\VID_09FB&PID_6010&MI_00\7&1f37ff1e&0&0000 was not migrated due to partial or ambiguous match.

The mismatch is happened after Windows upgrade.

You can manually install it at your <local drive>\intelFPGA_pro\21.1\quartus\drivers\usb-blaster-ii
