Hello,
I am using Quartus 19.1 in Windows. I am unable to generate an EMIF with MegaWizard in this environment though generate succeeds in my Linux environment (different PC). I downloaded the Quartus patch (quartus-19.1std-0.02std-windows) to get past the "can't run in Windows" error. I then get the following:

Currently there are three KDB published regards on the Quartus std IP generation error.
Assuming you tried the 1st one to download the quartus-19.1std-0.02std-windows. You can try the others KDB to make IP generate successfully.
