Unable to program EPCS64 via SFL

Hi all, I am attempting to reprogram a previously loaded EPCS64 through my Cyclone III LS. The EPCS64 were preprogrammed with a test load before board installation. 

I am now attempting to update this load with a new .jic. I have used this same setup and circuit on a previous board with no problems. I have also used these USB Byteblasters before. 

 

I reset the FPGA back to factory default, and once I switch to Quartus and begin to program, I get this: 

 

Info (209017): Device 1 contains JTAG ID code 0x027010DD 

Info (209007): Configuration succeeded -- 1 device(s) configured 

Error (209062): Flash Loader IP not loaded on device 1 

Error (209012): Operation failed 

 

This happens most of the time. Occasionally the SFL programming will succeed, but I then get this error: 

 

Info (209017): Device 1 contains JTAG ID code 0x027010DD 

Info (209007): Configuration succeeded -- 1 device(s) configured 

Info (209018): Device 1 silicon ID is 0x16 

Info (209044): Erasing ASP configuration device(s) 

Error (209012): Operation failed 

Info (209061): Ended Programmer operation at Thu Jan 07 09:29:29 2016 

 

This is my first time powering up and using these boards, but my voltage levels look correct on all my rails. The recommended resistor values are correct, and as I mentioned I have used this exact same circuit on a previous design without issue. 

Any help would be much appreciated!

EPCS64 block protection bits may have been set. Try Quartus programmer option "Unprotect EPCS devices" under tools/options.
